Windows 7 allows you to change the display language for most of the interface. The process is fairly straightforward and the most comprehensive if you have Windows 7 Ultimate or Enterprise. If you are using Windows 7 Starter, Basic, or Home, you can install Language Interface Packs, which translate the most-used elements into your chosen language.

Hello,

The Language bar provides a quick way to change the input language or keyboard layout from your desktop. You can move the Language bar anywhere on your screen, minimize it to the taskbar, or hide. The language bar is a small toolbar that appears on your desktop to help you quickly switch between added input languages, input method editors, and keyboard layouts. When you add a new keyboard layout or input language, a language bar will appear in your Windows 7 desktop or taskbar.
